Description
A flaw was found in the Linux kernel. A local user with network configuration privileges can cause a Denial of Service (DoS) by supplying out-of-range neighbor probe interval values via Netlink or sysctl. Because the kernel fails to properly validate these boundary values, an integer overflow occurs during timer calculations, causing delayed work queues to trigger immediately and leading to excessive system resource consumption.
Statement
A flaw of low impact was found in the Linux kernel neighbour subsystem. The NDTPA_INTERVAL_PROBE_TIME_MS netlink attribute and the corresponding sysctl parameter lack proper range validation: a value of zero is accepted because no validation type is enforced, and oversized values are silently truncated from u64 to u32 or overflow during conversion to jiffies. Consequently, the delayed probe work for NTF_MANAGED neighbour entries can be queued with an effective delay of zero. A local user with network configuration privileges (CAP_NET_ADMIN) could exploit this by setting an out-of-range neighbour probe interval via rtnetlink or sysctl, causing excessive probe scheduling and system resource consumption and resulting in a denial of service.
Red Hat Enterprise Linux 10 and Red Hat In-Vehicle OS 2 are affected. The fix is deferred to a future update because the flaw is rated low severity and exploitation requires privileged local access, so the residual risk is limited to availability degradation caused by a privileged local user who deliberately misconfigures the neighbour table probe interval. Red Hat Enterprise Linux 6, 7, 8, and 9, and the OpenShift Container Platform releases shipping RHEL-8 or RHEL-9 based coreos images, are not affected because the vulnerable code is not present in their kernels.
Although the Red Hat CVSS:3.1 base score for this flaw is 5.5 (Moderate), Red Hat rates its impact as Low because exploitation requires local access with network administration privileges (CAP_NET_ADMIN) and the consequence is limited to denial of service.
